So let's say DX expects a range of -1 (left) 0 (idle) 1 (right). That range was mapped to what the API expects. So it didn't matter what your stick's reported range was. The problem usually boils down to this: In the good old days joysticks had to be calibrated and the system (in this case Windows) normalized that with the API. It's likely a range issue with your old stick.
